Sale to share to other Co-sharers or partition deed with boundaries seems to be a perspective.

Some of the co-apllicants i.e. among 17 members are passive and not replying even there is meeting conducted for the land sale discussion. I have no idea about Partition deed ,is it possible to make this deed in absence of those members?
