Is contractual employee a government employee ?

Is Contractual employee working in a state govt dept be called a "serving employee of government" or Government employee ? Contractual employee is not entitled to DA/Grade Pay , dos not have service book, GPF account, earned leave etc. Does such contractual employee require NOC for giving interview / exam for another central govt job (of permanent nature)

No is the answer. he caanot be insisted to get NOC from the employer in order to seek better opportunities.

No he is not employee.    He needs no such NOC.
