Increment

Respectfully, I would like to bring into notice that I joined BSNL as a Telecom Technical Assistant (TTA) on 28.07.2009 in the pay scale of 7100-200-10100. Afterwards, in terms of Department of Public Enterprises OM No.2(7)2006-DPE(WC)-GL-XIV dated 9-11-2006, pay scale were revised to 13600-25420 the revised IDA Pay Scales in replacement of existing IDA scales of Non-executive employees of BSNL effective from 1-1-2007 to  due to which pay scale becomes 14430/- in Jan 2012 with 3% annual increment( 52% IDA DA).

 

I applied for the post of JE in N.Rly THROUGH PROPER CHANNEL taking NOC from BSNL and resigning there on 31.01.2012.

Further, I joined Northern Railways as Junior Electrical Engineer on 01.02.2012 for one year training at pay scale 9300-34800 (4200 GP) with initial basic at 13500/- +DA@ 65% (8775)=22275/-.

1) I represented for pay protection but the pay protection was not given taking into consideration the comparison between Basic + DA of salaries drawn in BSNL and Railways i.e.

Telling that Railway is paying more, my representation was rejected. But I think Basic pay is the actual pay which is lower in Railways and  and all others are the emoluments.

                2) Also, in Railways I was not given increment on 01.07.2012 but given first increment in 01.07.2013. Please clarify the rule by which I could be able to get the unpaid increment...

                3) Will my previous service be counted in the current service record. Please clarify the rule by which I can achieve it.
