I have drafted a short background information for more clarity.
I am the complainant in this case involving a series of targeted thefts aimed at sabotaging my cable TV operations in Dharmapuri District, Tamil Nadu. The first incident occurred on 18-Mar-2021, involving the theft of optical signal converters along with Optical Amplifier and set-top boxes installed inside a customer house. I immediately filed an online complaint (MRN21040480) for which an enquiry at Police station is called on 26-Mar-2021, I have submitted a written complaint at Kottapatti Police Station on the same day, which was acknowledged as CSR No. 30/2021. While the police recovered a portion of the stolen materials, no FIR was registered at that time, and the matter was left hanging.
On 08-Jul-2021, a second and more serious theft occurred, where nearly 2 kilometers of our optical fiber cable was stolen. When I tried to file a fresh complaint, the police refused, citing the previous CSR as pending. These crimes were not random, but clearly intentional acts of disruption, meant to harm my business, cause service outages to my customers, and damage my reputation in the region. I suspect this was done by individuals with local influence and ulterior motives.
With no action from the police, I approached the Hon’ble Madras High Court through Crl.O.P. No. 16558/2021, which led to the delayed registration of FIR No. 291/2021 on 06-Dec-2021, under Section 379 IPC. However, even this FIR was weakly framed, omitting important sections, and no serious investigation followed. I had to return to the High Court with Crl.O.P. No. 7310/2022, and on 31-Mar-2022, the Court directed the Deputy Superintendent of Police, Harur, to monitor the case and instructed the police to file the final report within 4 months.
To this day, the investigation remains stagnant. No charge sheet has been filed, and the second theft incident has never been registered as a separate FIR, despite being a distinct crime. Additionally, on 10-Jul-2024, I filed a CRLMP petition before the Judicial Magistrate Court, Harur, seeking return of the recovered property. Yet again, the police have failed to respond, and the court record still shows "Await Notice."
