How to find your flat is yours and not sold to some one else

Hello Experts,

Last year in March I booked a flat under construction in a project by a reputed builder. The flat registration was done in July. I have paid VAT, ST, Stamp duty etc. and I have receipts for the same. I have not taken home loan.

A few days ago I was at builder's office to submit an installment cheque. At that time he gave me receipts for the cheques I had previously submitted but it also consisted one receipt for amount which I have not paid. It was made in my name with all details and also had a cheque no. When I brought this to builder's notice he said that it was someone else's receipt but because of similarity in name amount was shown in my account.

They have separate file for every owner, so how can this happen?

Can this be a case where one flat is sold to two people, like we read in news? I know this might be far fetched but what we see/read about builder community in general makes it hard to trust anyone.

Can a registered flat be sold to some one else?

How I can find this is not the case? Since everything is online now does registration office's website display these records?
