House construction on plot which is under ulc

I own a plot in jillalguda village in saroonagar mandal. I bought this 7 years back.

Couple of years, i came know that this land falls under ULC actt.

I have applied for NOC after paying requested amount in ULC office. I am yet to receive NOC for them.

Can i go ahead and start the house construction?

How long does it take to provide NOC.

Issue a Notice under CP Act for issuing NOC at the earliest, maximum within 15 days as the services are time bound. File a complaint in District Consumer Forum for deficiency of services and seek compensation of Rs.10,000/- as they have collected such fees from you. Before that please ensure that you have been waiting for NOC for more than 3 months. The total costs for the complaint may not be more than Rs.500/- in all if you file complaint as a party in person.
