Please elaborate.  What do you mean by cash advance?  Why cash? To whom the advance will be given?  

To hirer for buying goods from vendors.

There is one aspect where the HP company buys the product and then advances on HPA.

In the second aspect the HP Company only pays for the product , which has been finalized by the hirer on some down payment to the vendor.

My query was in the second case can the company pay in cash ( and to what limit) for such scenario.
