Help required for further steps to be taken

Regards all.My father in law expired in 2014 leaving behind a flat with a will of 55% share for his daughter and 45% for son.Now it's been three years that the son doesn't want to solve the problem.he only says that first give the keys of the flat which is with my wife as we are paying all maintenance and bills of flat and giving him keys later he will not let my wife stay.the house cannot be given on rent due to this problem hence is not bein occupied and is locked.and if we give him a set of keys,As we are not in Delhi due to my job then it will get difficult to get him let stay my wife.He says neither will he stay nor let his sister stay nor he wants to solve the case by solving.he only says give me the keys before any next step.Please advice how to solve this case as flat and all records are still in my fatherinlaw name.
