Lifetime transfer of dda property

I need advice on a property matter from my fellow colleagues on Lawyersclub.

My relative is an original allottee of DDA Flat in New Delhi. The allotment is in his name and in that of his real sister who was unmarried at that time. Now she is married and stays in her marital house.

My relative wants to convert the property from leasehold to freehold. As per the DDA rules and guidelines, both the allottees are required to be present at the time of filing the application for freehold. But due to certain family differences, his sister is not willing to be physically present, but is willing to sign any document for relinquishment of her share in the property in favour of her brother.

My query is that what can be done as per rules to bypass the physical presence requirement? She is willing to sign on any document, give photographs or identification proofs, but cannot join my relative to go to the DDA or Sub Registrar's office.
