during this long period of delay in filing the partition suit may give advantage to the defendant to create any false document and make any mutations in revenue records what is its possibility?

Please do not presume things.  Mere mutation can neither bring title nor take away the right title of owners.  Fabrication of such public records is not easy. If they resort to such fraudulent steps, it is helpful for the opposite party to establish the criminal intents of others and any public document can be accessed  under RTI, and one can get them as certified copies from that public authority..

just keep vigil over the things, file caveat/application before revenue authority informing about the suit. Why not to make the revenue office  as party to suit ..
