Col 11 of 498a case

I have 498a case instituted by my wife, summons have been issued to me but my brother had been kept in Column 11; i would like to ask what is column 11 in 498a and summons are not issued against him, what can he do in this case ?

Summons will be issued for the next date of hearing. Doesn't matter
