Fire safety rules for buildings less than 15 meters in heigh

Respected Experts,

I stay at Thane District, Maharashtra and I have a dispute with my builder and municipal council regarding huge deviation in terms of measurement and miss use of FSI. My query is regarding fire safety for buildings less than 15 meters in height. The municipal council says there is no clause in MMRDA Development Control Regulation 1991 with regards to fire safety in such buildings.

Please let me know if there is any clause or any act or fire safety rules existing for buildings less than 15 meters in height. If yes, why there is no need for NOC from Fire Department or municipal authorities for such buildings?

Also please confirm whether it is correct that a fire brigade vehicle should be motor able on all sides of the building regardless of height of the building.
