Extra terrace cost asked by builder

I have purchases one 3 BHK Flat on 2nd floor in a 20 story tower one year ago, the property was in special payement plan and bank has already given 80% of total cost to that builder , now suddenly the builder planned commercial floors on ground and first floor though it was not informed to any of the owners, now the roof of the first floor commecrial shop is coming infront of my flat.

1) Builder called me today and said that since the terrace is coming infront of my balcony os i have to own this tarrace and have to pay the cost, can any builde do this abruptly even it is not mentioned in builder buyer agreement.

2) Builder telling me that if i will not pay the terrace cost i have to shift to ay toher flat? can they do this to me?

3) what can be leagl actions which i cant take against them if they force me to shift or if they plan some commercial activity on that tarrace infront of my flat.?

Whether your agreement of sale is registered and stamp duty paid ? which state ?
