Does co-operative housing society have the authority to reject the map of a house to be built?

Dear Members,

1) I wanted to know whether a co-operating housing society has the authority to reject the map(construction plan) of house to be built?

2)Or is there any provision in Housing Co-operative Societies act, Gujarat (surat city) that the approval of the plan is to be taken from the Co-operative housing society first and then from the municipal corporation? 

3) also I wanted to know whether the rules regarding the construction plan in the co-operative society can be more strict than the municipal corporation rules? ( I mean so say that the corporation asks to leave 10 feet from the road for construction and the co-operative society say to leave 15 feet)

pl. inquire from municipality. society only to give NOC for construction and plan to be sanctioned by MUNICIPALITY as per  prevailing rules.
