Delay in handing over of apartment

Dear Sir,
I had booked a flat in Sep'13 which was under construction and in the agreement paper it was mentioned to be delivered by Dec'14. Total flat cost was around 28 Lakhs but till date he has not handed over the flat whereas I have made the payment of 22 lakhs. It is still not very cleared further how long he'll take to give the possession of my flat. Request you to kindly let me know pls in this condition what I have to do. Furthermore, Builder is simply sending e-mail  and asking me to make the payment of 6 lakhs with interest but from his side, there is no sign of delivering the flat. what do you suggest on the payment part, do i need to make the payment with interest.

Show all dcos on record to an able counsel specializing in such/property/consumer matters.

Your counsel may opine that it is a fit case for deficiency in service and to approach DCDRF.

You may also go thru:

The Real Estate (Regulation and Development) Bill, 2015;

"it ensures that strict regulations will be imposed on developers to ensure timely construction and delivery. It further provides that consumers are entitled to a full refund with interest, if there has been a long delay in the delivery of a flat.'

Refrain from acting in haste and start writing to builder after readings posts.

Let your able counsel structure your representations.
