Dearness allowance in govt. of india company not given

Dear Team,

The Central Government Company as given below about the company (www.utiitsl.com) is not giving DA to its employees in their salary and giving only Basic, HRA, Converyance, and Medical allowance Plus food coupans. 

Details about Company

UTI Infrastructure Technology And Services Limited (UTIITSL), formerly known as UTI Technology Services Limited (UTITSL), was promoted by the erstwhile UTI and incorporated as a limited company on May 19, 1993 to serve the investors of UTI schemes. Consequent to enactment of the Unit Trust of India (Transfer of Undertaking and Repeal) Act 2002, the company is construed as a Government Company under section 2(45) of the Company’s Act 2013.

Queries

1. The companies coming under the Section 2(45) of the Company's Act 2013 or under section 617 of Company's Act 1956 are not required to give Dearness Allowance in their slary as given to other Central Government organizations.

2. The Union Budgest of 2015-16 has recommended for the incremented  Transport Allowance (Conveyance) to Rs.1600 from Rs.800/-. But the above company has not passed the benefit to its employees though it is a Govt. of India company.

3. The medical allowance as given in Union Budget of 2015-16 is also not revised and the employees are getting 15000 only and no other notification has come regarding this.

4. No IDA pattern of Grade pay pattern salary structure is there in the company and the salary is not revised with the Pay Commissions recommendations.

What will be the course of action employees can take or can a PIL be filed in the court to get the rules of the Govt. implemented.
