CRPC, 1973

In CRPC 1973, why is it written under section 1(1) that "this act may be called" instead of "this act shall be called"? Whether "the code of criminal procedure" is not a mandatory name for this act?

I hope that the  “Shall” and “may” are two modal auxiliary verbs that are used to express a future action. ... The modal verbcan be used in first, second, and third persons. In the first person, “shall” is used simply to indicate the future tense.
