Generally term "consolidated salary" refer to employees on contract, which may or may not be extended .
Whether your friend is employed on contract basis or otherwise.
Terms and conditions of appointment of your friend has to be analysed.

The contractual employment will be automatically terminated at the expiration of the terms of contract.
The extension or renewal of the contract is the discretion of the competent authorities which cannot be predicted by the experts of this forum
