What is an industrial establishment ?

The answer depends upon the reason behind your question.  The Constitutional Bench of the Hon'ble Apex Court in 1978 AIR 548 had laid down a triple-test method to determine whether a particular entity is an Industry.  Applying the same, the Hon'ble Kerala High Court in (1994) IILLJ 236 Ker has held that a Museum is an Industry and the Hon'ble Allahabad High Court in 2005 (2) AWC 1654 has held that a Planetarium is an Industry.

Are you referring to Industrial Establishment as defined in Industrial Disputes Act?  If so, it is defined as a Factory, Mine or Plantation.  For these establishments, having employed more than 100 workmen, Govt permission is required, otherwise it is not necessary.
