Condominium ownership

Dear Sir/Madam : A Condominium Member was alloted flat on permanent alternate accommodation after redevelopment (agreement duly registered and stamp duty paid theron in the year 2009 and possession given in the year Aug 2014) by builder and he proposes to resell the same, but the society haven't being formed and registered under maharashtra state cooperative act, and currently they occupy the flat and discharge all outgoing expense through some mutually agreed terms amongst them and in particular there is chairman, secretary and treasurer as well that too without society on some condominium ownership basis, but the members of the society says they have given application for formation of society and after these condominium ownership will get dissolved.These are facts and my question is 1) I intent to buy the flat, but in absence of society how do we get to know that the said member haven't taken loan on these flat? 2) They haven't received OC as yet, What are the implications I could face if I go for the buying, if there is any outstanding liability on them. For instance being a new member PLEASE HELP

1)u need to give public notice in local news paper for knowing the liabilities on that flat.

2) U need to satisfy ur self that ther is no liability by previous owner before u purchase it.

Waiting till are rquisites are complete is another option.
