Clinic in residential area

Can a doctor open a clinic in residential area within NRI city ( with soceity) in Greater Noida? I saw supreme court ruling R K Mittal &Ors vs State of UP allowing doctors to run clinic in 30 % of FAR. Please explain if this case law applies to Greater Noida area also. Any other aspects to be checked out- commercial electricity and water meter, charges to Greater Noida Development Authority etc.

The judgments of apex court are valid for Pan India.

 In R.K Mittal & Ors. V. State of U.P with regard to the use of residential accommodation for commercial purposes in Noida, the apex court on 06/12/11 ordered a complete ban on banking, nursing homes and other commercial activities in this district of Uttar Pradesh. 30% of their individual premises can be used.
