Changing government job without informing current employer

I was selected for the Post of AAO in CAG. but i want to give ssc cgl examination for the the post of Income tax inspector. but the problem is that my office won't give me permission for lower grade pay job. can i give exam and change my job without informing my current employer ? will there be any consequences?

I want lower grade pay job for personal reasons.
