Can Uncle file suit on behalf of minor (father is out of town)

Learned advocates,

One of my clients has approached me, 

Minor was a patient in hospital and hospital authorities have breached her privacy and published all her information regarding her treatment with photographs in newspapers.

My client wants to file suit for damages against hospital and newspaper 

My question is her father is mostly out of town for business purposes 

Can her uncle i.e father's brother file suit ? 

Is power of attorney of father required by uncle i.e his brother? 

Eg:
PLAINTIFF :
XYZ (MINOR) 
THROUGH ABC (UNCLE) 
Residing at : abcdefghijkl 

OR

Eg:

PLAINTIFF 
XYZ (MINOR) 
THROUGH ABC (UNCLE) 
Power of attorney holder of XXX (FATHER) 
residing at : abcdefghijkl

General power of Attorney must be obtain by your uncle
