Quick Summary
Yes, you can generally let out a flat that is still under a home loan with a mortgage to a bank. The bank's primary concern is the repayment of your loan (EMIs), and they typically won't object as long as payments are maintained. In most simple mortgage arrangements, you retain possession and title documents, allowing you to rent out the property.

Bank is concerned with the money you owe and won't object to it as long as you keep paying EMIs.

There is no infirmity in letting out the  property mortgaged as collateral security for the purpose of home loan,  on rent, you can proceed.

Mortgagor can give rent his property. In simple mortgage, the possession of the property and its title documents remain with the mortgagor only.
