Can an accused inspect the judicial fine prior to summoning by the concern court

F I R was registered after court order u/c 156 (3) and pending investigation. the court is monitorng the investigation. no charge sheet filed yet and no notice or summons to an accused person by the court question is can an accuse or advocate inspect the case file by getting allowed by the concerned judge through inspection application?
