Can a reference answered by the supreme court be reviewed

Can a presidential reference already answered by the Supreme Court be reviewd under Article 137 of the Constitution ?

REVIEW CAN BE  ALLOWED ONLY WHERE ANY MISTAKE IS  APPARENT ON RECORDS..

Article 137 of the constitution does not limit the grounds for review.  However, these may be limited by:

a) Parliamentary legislation;

b) Rules made by the Supreme Court.
