Any option impose President's rule in A.P?

In Andhra Pradesh about 130 MLAs from Congress, Telugu Desam and Praja Rajyam Party from Andhra region submitted their resignation. Total strength of Legislative Assembly is 294. Till resignations not accepted. Government's administration became stand still for the last 10 days. Is there any chance to impose President's rule in A.P for instability?

 

Please clarify.

This is just a pressure tactics illegal  being adopted by them. This cannot silent the voice of separate telangana and now it shall be difficult to defer the legal demands of sufferers.

That is only final option to this UPA government to decide. And it is very slow to impose Preident's rule in Andhra Pradesh because if they implimented the pressure from other undecided states Shri.P. Sathya Prakash Ji.

SHRI. P. SATHYA PRAKASH JI WHAT YOU ARE EXPECTED AND EXPECTING IS GOING TO BE REAL IN ANDHRA PRADESH. BECAUSE OF UNSTABILITY IN ANDHRA PRADESH THEY ARE SUPPOSE TO IMPLIMENT IMMEDIATELY. UNFORTUNATELY WE ARE HAVING A IMPORTED UPA CHAIRPERSON IS INDIA.

IT IS SLOW MOTION TO ACT NOW SHE MADE IT MESS IN COMMING MONTHS OTHER STATES WILL FOLLOWS THE SAME.

I agree with rajkumar makkad it nothing but a political formula/theory being formulated to acheive the goal????, President rule would not be imposed at any cost.

At present Telangana issue was sold out in Delhi.

But it is very difficult for a middle class ( ordinary ) people to stay in their own state like a refugee in comming days.

Mr. Prakash, perhaps you are right that there will be no options left for telenga/andhra issue. Such types of issues why comes again and again ? what about vidharva & gorkhaland and also mayawati's proposal about four pices of up,might be so other similar issues are there..actually what is the policy ; on what basis division of states are made? what should be the policy upon which new states will be made?  - these points should be clear first  before further division.

On the basis of First State Reorganisation Committee States were formed on Linguestic.When Seperate Telanagana statehood comes Center suggests to Constitute Second SRC, which studies why smaller states to be formed? Second SRC is for political advantage.If smaller states forms no major political party will stand only regional parties dominate in the state and as well as at Center. At present all big states have minmum of 40 MPs. If formed National parties won't get MP seats as now getting. Congress wants gain power in UP at any cost. That is why it is showing interest to divide to get Minority votes in favour of Congress.Center never consider Gorkhaland as a seperate state because Nepalis and Bangalis (Bangladesh people) will come and stay it will become a very headache to the Center to control them. Maharastra is one of the priniciple state in India. A package may allot for Vidharbha but fon't consider for formation of seperate state. For the last 53 years Telangana region people are getting injustice in all sectors when it merged with Andhra State in 1956. Particularly in State Government employment. Telenagana people won't get jobs in their region but ANdhra region people get jobs in Telangana. A Gentlemen agreement signed between Telangana region and Andhra region. All contents were violated by the ANdhras with support of Center. Major state revenue comes from Telangana but spending for development in Andhra region and kept Telangana backward in all respects.In recent agitation students played a vital role. With students only Seperate Telangana Statehood comes. Demanding Telangana state is justified.

1)   is there any policy of the govt. on the basis of which, states are divided. if not

2)   what should be the policy

Government has no such concrete policy for formation of small states but as per Article 3 of our constitution Central Government can take action in the matter by passing Bill or Amendment in the Parliament. If any legal dispute arise President will refer to the Supreme Court for clarification.

Please read Article 3 of our Constitution.

 

Article 3. Formation of new States and alteration of areas, boundaries or names of existing States: Parliament may by law

(a) form a new State by separation of territory from any State or by uniting two or more States or parts of States or by uniting any territory to a part of any State;
 
 
(b) increase the area of any State;
 
 
(c) diminish the area of any State;
 
 
(d) alter the boundaries of any State;
 
 
(e) alter the name of any State; Provided that no Bill for the purpose shall be introduced in either House of Parliament except on the recommendation of the President and unless, where the proposal contained in the Bill affects the area, boundaries or name of any of the States, the Bill has been referred by the President to the Legislature of that State for expressing its views thereon within such period as may be specified in the reference or within such further period as the President may allow and the period so specified or allowed has expired Explanation I In this article, in clauses (a) to (e), State includes a Union territory, but in the proviso, State does not include a Union territory Explanation II The power conferred on Parliament by clause (a) includes the power to form a new State or Union territory by uniting a part of any State or Union territory to any other State or Union territory
