Any party to a proceeding may, as soon as may be after the close of his evidence, address concise oral arguments, and may, before he concludes the oral arguments, if any, submit a memorandum to the Court setting forth concisely and under distinct headings, the arguments in support of his case and every such memorandum.
Parties to a civil suit can address the court with oral arguments, typically at the conclusion of the evidence presentation.
With the court's permission, parties can submit written arguments before concluding their oral arguments.
While parties can submit written arguments, the court has the discretion to allow or disallow them, and can also regulate the length and relevance of oral arguments.
