A potential mistake in the definitions section??

Are the Indian Laws male dominated? 
 
The inference is Yes, atleast according to the provisions of Sec 2 of the Factories Act, 1948 
 
Going through the provisions of Section 2 of the Factories Act, 1948, 
 
(a) "adult" means a person who has completed his fifteenth year of age;
(b) "adolescent" means a person who has completed his fifteen year of age but has not completed his eighteenth year;
(c) "child" means a person who has not completed his fifteenth year of age;
 
All the definitions above are talking about Masculine gender and not about Feminine gender.
 
Are the lawmakers trying to say that the Act is not applicable to female citizens of the country? 
 
Or 
 
they have completely overlooked the gender?

for knowing the intention of the legistlature read the discussion of parliament leading to this legislation and amendments and see noting of the relevant ministry while proposing the legislation.
