Technical resignation in probation from gr-b post to gr-b

1. If the employee tenders a Technical Resignation in the previous organisation (a Group B post) during probation (before becoming a permanent employee) which is subsequently accepted as "Technical Resignation" by previous organisation, but the employee does not apply for any of the benefits of Technical Resignation in the subsequent organisation (another Group B post) like Pay Protection, Leave benefits etc, can it be considered as Technical Resignation or shall it be only a normal resignation? (The employee is not on lien too.) The employee is relieved from previous organisation.

2. Can the Previous Organisation start any disciplinary proceedings against the employee to impose any Penalty under Rule 14 or 16 of the CCS Conduct Rules 1965 (the employee is not on lien) many years later when the employee is serving in th subsequent organisation?

3. Considering that he is not on lien, can the Subsequent Organisation start any disciplinary proceedings against the employee to impose any Penalty under Rule 14 or 16 of the CCS Conduct Rules 1965 for the reason that he might have done something wrong or provided some wrong information while selection in the Previous Organisation? (The employee did not take any benefits of Technical Resignation in the Subsequent Organisation)
