Registration of a document

One flat is purchased in the year 1996 in Pune, Maharashtra by preparing sale deed and proper stamp duty is paid vide challan. However the sale is not registered. Can it be produced for registration now in 2019? Today's market value of the said flat as per ready reckoner is certainly higher. Stamp duty difference is required to be paid as of today? What is the limitation for producing a document for registration after paying stamp duty. All Respected experts are requested to kindly advise.
