Government Employee protection on duty

a want to know that permission from department or senior is required
if a government employee want to file complain to police regarding misbeheave, blackmailing and stopping from duty by a contractor.

Your duty is to report the risk involved to higher authority and request him to provide personal security and protection and for action against contractor through complaint to police.  Keep a copy duly acknowledged from your superior, and report the threat to Supdt., of Police by Registered post, specifically naming the contractor and state facts of date, time, place and threats faced in performing your duty as Government servant and seek protection against that contractor.  Create a record.
