Agents for official documents processing

Are the services provided by so called agents / consultants for getting things done at various govt. Offices legal? If not, then why does almost 99% of population opt for their services? Are there any legal ways to do this?

Soliciting some help for a professional fee, when a citizen himself can not do is not illegal. Those who may not have time and experience, do contact those professionals to get things done. There is nothing illegal in soliciting a service/assistance/ help. How the professional get things done is not our concern, to get things done without trips, wastage of time is main concern.
