What is your  problem? If at all you think  there is a need for removal of such  person suffering from mental illness, you can approach yoour loca lpolice station for taking appropriate action. But make sure your allegations are true or it may rebound on you.

Yes.  It is the responsibility of other family members and providing treatment to the patient.  Neglect and harassment may amount to cruelty.
