Refund of fees by ignou

I joined MCA from our district center of IGNOU but without any notice they transfer the center and said that i have to attend lectures at another district if i want ... but i cant travel regularly.. so i need my fees back .... what i have paid.. they are refusing to refund... can i file a complaint against the university at Consumer Forum????

File a consumer complaint, which do not require a legal notice, I respectfully differ with expert Mr. Kapil Chandna, Advocate.
However, before filing complaint before DCDRDF you must be sure (documentary) that there was a clause for running a study centre near/at your district where you have taken admission and choose as study centre for you.

Change of center is no ground to seek refund of fees.
A big organisation like IGNOU can shift its centers for which you do not have any cuase of action.
I do not find any merit of the case if you file case in consumer forum.

University rules regarding study center / allotment / shifting need to be referred, you have cause of action only if action was against rules.

It is not necessary that the conditions as to admission needs to stand in the same footing. There are chances that the consumer forum will grand the relief if the altered condition could be shown to be arbitrary, unconscionable and of much disadvantage to you.
