Regarding R.T.I.

After filing an appeal before the State Information Commissioner(SIC), what is the next step. And how much time should (SIC) take to fix a date for hearing. And if there is no response from the SIC what type of steps can be taken further. As per provision.

It is again 30 days, generally, however, the first appellate authority (SIC in your case) may take some more time.
Move appeal to Central Information Commissioner after 2 months from date of receipt of first appeal by FAA.

Yes, it is 30 days but due to pendency of many appeals t is not disposed of so fast and hence you have to file writ petition to get the order from high court for speedy disposal of the appeal.

With due apologies to Learned Expert Dr.Vasishta, the Central Information Commission (CIC) is the not the Appellate Authority for the decision by the State Information Commission (SIC).

The correct legal position is that the both CIC and SIC are second Appellate Authorities qua the Central Public Information Officer (CPIO) and the State Public Information Officer (SPIO) respectively. Decisions of CIC and SIC are final and further remedy is in seeking judicial review in the High Court.

After filing appeal wait for the date of hearing by SIC.

Due to rush of pending appeals, hearing / disposal may take time.

You can use RTI to get information from SIC regarding fate of appeal /action taken by them on your appeal.

No time limit is expected due to pending appeals, and previous application case.
You need to wait till hearing at SIC.
