You should lodge a FIR before local local police station without citing any section as this is the duty of the police to insert sections as per contents of FIR.
Devajyoti Barman (Expert) 21 July 2014

my humble greetings to all respectable experts here, As an advocate myself, I have filed police complaint and have taken acknowledgment and I have made the officer hear the recording of the vulgur talk by the telecaller, based on which they have assured prompt action. I have gone through Sec 506 as advised by respectable expert Devajyothi Barman. I feel something more seriously to be done to put FULL STOP on this kind of harassment for all general citizens. I NEED SUPPORT BY WAY OF EXPERT ADVICE IN THIS REGARDS. THANKS.

If Police is not acting then file petition u/s 156(3) crpc in the Magistrate's court.
Raj Kumar Makkad (Expert) 23 July 2014
Only section 506 IPC is attracted apart from section 66 of IT Act.
T. Kalaiselvan, Advocate (Expert) 23 July 2014
The service providers have been issuing many smses to their customers that to report or take action against the unnecessary tele callers disturbing them if they do not want any of such nuisance to be continued. You may call the customer service of your service provider to block such calls besides taking other legal actions.
malipeddi jaggarao (Expert) 24 July 2014
I do agree with expert Shri Kalaiselvan. This will mitigate your problem to some extent.
T. Kalaiselvan, Advocate (Expert) 24 July 2014
Thank you Rao Garu for supporting my views.
