False information in affidavit : education

Hi All,
I have a situation here.
One of my friend is currently working in govt hospital in MP and in parallel he is doing higher education (M.Sc) as non attending student from a private college (registered to govt university).
Civil hospital had a condition while offering the job that you can opt for higher education once you complete 5 years of service, but starting 2nd year itself he has started M.sc. as non attending student in this private college.
Now the problem is this private college is asking for submitting a affidavit which states that "he does not work any where since 2 years", but the fact is that this person is working in the civil hospital since 3 years.
My questions to expert is that:
1. What is the best way that this person can continue to do M Sc and work in the govt hospital.
2. Can he submit this affidavit with false information in It and what could be the consequences if the person submit affidavit with wrong information in it.
Any advice would be very helpful to me.

under no circumstances submit false affidavit .
in his contract it is mentioned that he can do higher studies after working for 5 years in govt hospital . if he is caught he will lose his job .

Thanks Ajay for the advice.
As of today he has completed 1st year of studies and examination is cleared with good percentage.
Another question which comes is that "college is kind of trying to pressurize to submit the affidavit" in order to register for second year studies.
It seems If he don't submit the affidavit college will not let him register for second year of studies and write examination which in-turn will cause him to loose 1 year plus fees etc.
So is it wise decision that he don't submit the affidavit and continue working with current organization and in case college at the last allows the registration, should he write the examination or not?.

Yes it is not wise to submit false affidavit but you have no option either.
To complete the study you can submit it but be careful it does not reach your employer.
It is risky job and hence you call the shot.

A Govt servant is required to maintain absolute integrity even in private life.
false affidavit can lead to disciplinary action as well besides other consequences.

Mr/ Sethi is right.
Don't submit false affidavit and info!
It is felt that Pvt.College has no right in asking for such affidavit until or unless Directorate of Education, Univ. has framed such rules......................
However you may check with a local lawyer handling such cases.
The students unions may also agree to write to VC to prohibit such practices.
Find some solution.

Am really thankful to everyone for the guidance and replies.
After reading the opinion and inputs from you all experts I understand the following should be steps going forward.
1. Don't submit false affidavit.
2. Wait for the college to come back with formal requirement/inputs letter directly from the university itself that they need an Affidavit as asked by college.
My another question would be that In case university itself sends a letter or formal communication in near future to submit the said affidavit than what should be done.

This is a matter of your friend and it is he who is supposed to be benefited by the valuable opinions rendered by many experts at free of cost, so will he not ask further queries himself, because you have stated that who has got time to type the matter. It means your friend is not reliable anywhere(?)
