Representation for promotion

In an establishment junior officer is promoted how senior officer should prepare representation that he is wrongfully denied promotion. Please give proforma if available.

For appreciation of problem it is essential that the nature of empoyer whether Govt(centre/state)/Semi-Govt (centre/stae)/ private etc need to be elaborated. If in Govt/Semi-Govt the provisions of Recruitment RUles, if know to you are relevant.
