What procedure is being followed during Lockdown?

For facilitating urgent matters before the learned district courts, 10 administrative officers had been appointed by the competent authorities.though there seems to be a lot of problem due to unprecedented lockdown.

Problem No.1: Lot of Time Consumption

Single portal for placing all relevant Notifications Leading of lot of time consumption

Solution:

Sharing regular update with all the stakeholders including court staff, judicial officers, members of the bar, could be devised wherein an officer could be put in charge for the relevant stakeholder to contact and seek clarification from 

Problem No.2:  Lack Of Mechanism

No mechanism for a litigant or his counsel to know if a particular request for mentioning has been accepted or rejected by the administrative officer.

Solution:

Publishing a cause list on the website or some public portal would help tracking the situation of the matters.

Problem No.3: Lack Of information

Lack of sensitisation of all stakeholders in accessing video conferencing and ensuring adequate infrastructure.

Solution:

The apex court has held the path in this aspect and the notification dated 29.03.2020 prescribes for video conferencing for hearing before the district courts which must be advised in various e public platforms.

Problem No.4: Physical Barrier

Difficulty in receiving documents from client and to reach office to organise filing of the applications due to lockdown.

Solution: 

There can be an exemption provision for carrying a self-attested declaration in case of professionals like the lawyers who have to step out for urgent purposes.
