Wrongly citing supreme court ruling

Sir/Madam,

Here is an instance where it is simply quoted that according to  "Spreme Court Ruling"  you are not allowed to go for such activities (during 5 to 5:30 PM awithout affecting teaching work) dharna in University prmises. Is there any such ruling where the fundmental right to express grievances "for just 30 mins by sitting in silence" which was very well informed to the authorities ? If it is not there, do the action of MISQUOTING SUPREME COURT RULING without any relevance attarcts action against theadministration?
