Your brother is Govt servant and is on bail. Has he reported the fact of being on bail to the departement? It is relevant.
Her claim is inflated.
It is the defendent who has to state his income correctly. It is he who has to prove that the applicant is earning. Court can summon IT retuirns and seek statement on oath.
Your brother may want not to pay anything many males do intend so but he cannot avoid.
