Want to buy flat with gpa

Dear all

 

I want purchase a flat in delhi with power of attorney . If Saller(builder) also has GPA  then how can we know actual owner of property and i some Questions:-

1- What is risk Involved if i am going to buy it?

2-  How can I change Title of property?

3-  What is registered GPA?

4- How can i know dispute  and bank loan?

5- In Delhi Some area of registry is ban so after some time i want to go for  Registry then     what will we do?

he impact of the Judgment is that sale of immovable property through “GPA Sale” will be strictly barred. If any transaction done through such documents after the date of pronouncement of the judgment i.e. 11 Oct 2011, protection under law as earlier available to such purchases will not be available. Such documents can only be relied on in the cases of seeking Specific Performance or to defend the possession under section 53 A of Transfer of Property Act, 1882. In May 2012, Delhi Government has also instructed its Sub-Registrar offices not to register GPA Sale documents.

But somebody told me that if GPA is registered then we can do that.
