Vindictive action by employer

I'm Jayanta Kumar Rath, working as Junior Manager (Electrical) at North Eastern Electricity Supply company of Odisha Limited, Balasore, Odisha.

My employer is demanding me to pay a recovery of Rs95000/- towards Company's Loss without assigning any clarification about the loss i.e. How and where the loss has been made, What is my roll in such loss etc. I've asked sevelar times for necessary justification and clarification.

My employer didnot pay my salary from Feb 2013 to July 2013. And presently paying my salary by deducting Rs3500/- from salary.

I want to know, whether an employer has right to deduct / recover any amount from salary of an employee without asigning any reason or clarification.

Also, has an employer right to stop full salary of an employee.

If not, what should I do now?
