Verbal enqiry

Can a police officer make verbal enqiuiries without issuing any notice u/s 160 cr.pc and then keep the file pending for 3 months without recording any statement

Vinor Kumar police have power to inquiry & his duty to record it after the investigation without keeping it pending for any delay due to any reason.
