Us citizen giving poa to us citizen father

Dear Advocates:

I am posting this unique Power of Attorney question, please advise. Thanks in advance.

1) I am a US Citizen and so is my father. I am unable to visit India so often and want to buy a flat. Can I give POA to him?

2) If I can, is it sufficient to have notarization of US notary or consulate attestation is necesary. Per consulate site India is signatory for Hague convention and US Notary attestation should be sufficient?

3) If I get POA notarized and if necessary attested from San Francisco consulate do I need to come to India for registration of Power of attorney and flat?

4) Is it allowed to buy flat with Power of attorney given in such a fashion.
