University delaying degree

Sir i am mtech student of 2013 batch in Uttarakhand Technical University. Our 1st sem exams were conducted one year late and similarly 2nd and 3rd were also delayed. Our 1st sem result was declared in 2015 and those who have back papers is not conducted till date. We have lost 1 year without our fault. The university is making us to suffer as our thesis cant be submitted without clearing the back logs. I want to file a case against the university to pay is for the time we lost or to assist us in finding a job because we have a years gap and this will affect in our job search. Please help and also suggest your professional ideas.
