Unapproved land

I have purchased a land from a promoter at coimbatore. 50% of the amount given by me as advance. After that only i know the land was an unapproved. Now i want to draw my PF amount against an agreement which is drafter before registration. But PF officials asked the panchayat approval number. The promoter is telling it will get only after 2 or 3 months. What I should I do. Please educate me.
