Transfering from subordinate to attached office

Hi There! I am working as a Scientist (General Central Service, Group A, Gazetted) at one of the subordinate offices of the Ministry of Earth Sciences (MoES). I would like to take a transfer to either an attached office or an autonomous office of our Ministry (MoES) as spouse works in a different city and state. Is it possible to take a transfer to either of the above two? If not why? Is there any particular OM from DOPT against it or for it? - Raghu

Is there any particular OM from DOPT against it or for it? -------------- THERE IS NO DOPT CIRCULAR COMPELLING SUCH TRANSFER. YOU CAN SEEK CONCESSION FROM EITHER DEPTT.
