Transfer of property

i live in this property owned by DDA ,we have been paying damages regularly.when my father bought this property he bought it from previous owner on General Power of Attorney ,SGPA  and agreement of sale but no SALE DEED.Now my father is no more ,he left the property without a will.

                                we want this property to get tranferred in the name of legal heirs plus we want to get this property converted into sale deed ( or any strong evidence) ,so that we can sell it .(as sale on GPA is banned )

plz help me with your expert advice.

Completed GPA sales before Oct.2011 stand and are good title in the eyes of law, since your father had an irrevocable POA in his favour, his rights under the same vest in you after his demise, you can get the property mutated in your favour on the basis of that GPA, following which you are free to sell.
